Hands-On Training for the October 1st Opening of the Health Insurance Marketplace and Required Notice to Employees - Afternoon Session

Every employer (of whatever size and whether or not offering group health insurance) must provide a Notice to every employee (whether full or part time) on October 1st regarding the opening of the new health insurance Marketplace and advising the employee of the availability, quality and cost of the company’s group health insurance (if any).

This Notice will ensure that every employed person in the country has the information needed to shop for health insurance and determine their eligibility for any government provided health insurance subsidies (“advance premium tax credits” and “cost sharing reductions”) available through the Marketplace. Shopping begins October 1st and the insurance products become effective on January 1st, Employer notices will be accompanied by a $650M government media blitz.

Employers should designate an internal person who will be responsible for proper preparation and distribution of the Notice and, more importantly, is sufficiently knowledgably about the marketplace and subsidies to handle the expected flood of questions from confused employees.

  • How the Marketplace subsidies work and how to assist employees in their “comparison shopping”;
  • Proper preparation of the Notice to meet legal requirements and minimize employee confusion;
  • Proper distribution methods in accordance with DOL guidelines;
  • Suggested supplementary materials to accompany the formal Notice;
  • Understanding the Marketplace application and how to prepare the part of the application requiring information from the employer.
